To support the Senior Manager, Operational Risk with the implementation of the Operational Risk Management Framework, with a specific focus on implementation of RCSA, Control Effectiveness and Design and Oversight.
Strategy, Policies, Systems & Procedures
- Develop, maintain, and continuously improve the operational risk management strategy, frameworks and limits/tolerances in line with CBQ group’s overall risk while ensuring effective implementation of same in liaison with relevant stakeholders to support effective management of CBQ operations within the defined risk levels.
- Ensure effective implementation of the risk management functional strategy into operational risk management business plans to ensure vertical alignment and horizontal integration with other interfacing functional strategies.
Operational Risk Management
- Assist in providing input to the Risk Management function during the process of developing CBQ group’s operational risk appetite and work closely with business units, in an advisory capacity, to identify, assess and mitigate operational risk as and when they arise.
- Assist in assessing the quantum operational risk, provide a view on the level of exposure relative to risk appetite and advise on risk mitigation for effective risk management.
- Engage with the Quality Assurance Team of each Business Unit and provide them the necessary training to conduct the periodic risk control self-assessment process, consolidate and report results for management decision making.
- Review the Effectiveness and Design of the Control Framework by putting in place risk based controls.
- Coordinate with concerned practice to ensure the development of a Business Continuity Plan as well as to ensure the adequacy of the disaster recovery plan (in coordination with IT) to facilitate optimum protection of CBQ data and systems.
- Maintain loss databases and provide guidance on the data collection process to ensure adherence to established guidelines.
- Review frequency and seriousness of breaches and significant increases in operational risk exposure to facilitate the development of risk mitigation measures.
- Coordinate the review of major IT systems and software to identify potential operating risks and ensure adequate controls are in place.
- Perform a periodical review of the bank’s products and processes and provide risk mitigation controls to facilitate optimum protection of CBQ’s business interests.
- Identify operational risks in new products and services and highlight to the process owners to facilitate effective risk mitigation.
Continuous Improvement
- Motivate subordinates and peers and contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international leading practice’, improvement of business processes, cost reduction and productivity improvement.
Policies, Systems, Processes & Procedures
- Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
Quality, Health, Safety, & Environment
- Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to endorse employee safety, compliance, delivery of high quality products/service and a responsible environmental attitude.
MIS and Reports
- Prepare departmental MIS statements and reports timely and accurately to meet CBQ and department requirements, policies and standards.
